Painting Warranty, Price Match & Payment Terms
Last updated: October 2026. These terms apply to painting work by Fortis Facility Services, operated by PCC LLC, 627 W 2nd St, Davenport, IA 52801.
Full terms are part of your signed contract. You get them in writing with your proposal, before you sign. If anything on this page differs from your signed contract, the contract controls.
The short version
- 4-year workmanship warranty. If our prep or application causes paint we applied to peel, blister, flake or lose adhesion within 4 years, we fix it at no charge. Some surfaces have a shorter term or aren't covered (see below).
- Price match guarantee. Show us a written, itemized quote for the same scope before you sign, and we'll match the price. We match; we don't promise to beat it.
- You don't pay the final balance until we walk the finished job together. We walk it with you, write down anything to fix, and finish that list first.
- Consistent painters. The same crew start to finish.
- Fully insured. We'll send a certificate of insurance on request before work begins.
4-year limited workmanship warranty
What's covered
For four (4) years from the date the work is completed (the date on the final invoice), we warrant that the paint and coatings we applied will not peel, blister, flake, chip or lose adhesion because of defective workmanship, meaning our surface preparation or application. This is a workmanship warranty. It is not a warranty on the paint product itself.
Which surfaces, and for how long
- 4 years: interior surfaces we paint (walls, ceilings, trim, doors and frames), and exterior vertical surfaces we paint (siding, soffits, fascia, trim, non-metal doors).
- 1 year: exterior metal we paint, such as metal doors and frames, railings, bollards, fences, gates, gutters and downspouts.
- Not covered: the surfaces in the list below. Your proposal may also list a different term, or "no warranty", for a specific surface; the proposal controls for that surface.
What we'll do
If a covered failure appears, we prepare and repaint the affected area at no charge for labor or materials. We decide the method: a spot repair, or repainting to the nearest natural break such as a corner or edge.
What isn't covered
- Horizontal, walk-on or water-holding surfaces: floors, stairs and steps, decks, porches, patios, railing tops and handrails, window and door sills, countertops, roofs and wood gutters.
- Moisture, leaks, condensation, ice damming, mold or mildew, or water getting behind the surface.
- Failure of what's underneath the paint: rot, rust and rust bleed-through, cracking or movement of drywall, plaster, masonry, concrete or wood, settling, nail pops, wood delamination, and failure of older paint layers under our coat.
- Normal wear, fading, chalking or color change from sun and weather, dirt and staining, and bleed-through from knots, cedar, sap or MDF.
- Physical damage: impact, scrubbing, cleaning chemicals, pressure washing, vandalism, animals, vehicles, fire, flood, hail and storms.
- Prep, repairs, primer or coats you chose not to have (noted in your proposal).
- Paint or materials you supplied, and products or colors chosen against our written recommendation.
- Stains, varnishes, clear coats, sealers, epoxy and floor coatings, unprimed galvanized metal, and any surface the proposal marks "no warranty".
- Work changed or repainted by anyone else after we finish.
- An exact color or sheen match on touch-ups.
- Defects in the paint product itself. Those fall under the paint maker's warranty, which usually covers replacement paint or a refund, not labor. We'll help you make that claim.
Conditions
- The contract is paid in full. The warranty starts once it is.
- You tell us about a problem in writing within 30 days of first noticing it, and let us inspect it at a reasonable time.
- You keep your signed contract and final invoice.
- Warranty repairs don't restart or extend the warranty period.
How to make a claim
Email info@fortisfsgroup.com or call or text 309-269-2752 with the property address, the area affected and photos. We'll get back to you to schedule an inspection.
Limits
This written warranty is the only warranty we give for the work. To the extent the law allows, we disclaim all other warranties, express or implied, including any implied warranty of merchantability or fitness for a particular purpose. We are not liable for indirect, incidental or consequential damages, such as lost rent, lost business or inconvenience, and our total liability under this warranty will not exceed what you paid for the part of the work that failed. Some states don't allow some of these limits, so they may not apply to you. This warranty gives you specific legal rights, and you may have other rights under state law.
Price match guarantee
If, before you sign, you show us a lower written quote for the same scope, we'll match that company's total price. It's a match, not a beat.
The other quote must
- Be written, itemized and dated within the last 30 days, on the company's letterhead or email.
- Come from an insured, established company that can show a current certificate of insurance.
- Cover the same scope: the same areas and surfaces, the same prep, the same number of coats, the same product line (same or equal paint line and sheen), and the same schedule, including any after-hours or weekend work.
- Be a real, firm offer for the same property.
What we can't match
- Estimate ranges, "starting at" or teaser rates, verbal quotes, and limited-time or promotional prices.
- Quotes that leave out items our proposal includes. We'll show you the difference in writing and can offer a matched scope instead.
- Quotes below our cost of labor and materials for the scope. If we decline one, we'll tell you in writing which items we believe it's missing.
The price match applies before you sign, one match per project. Whether it combines with our new-customer discount is stated in your proposal. We may change or end this guarantee for proposals not yet signed; a signed contract keeps the terms it was signed under.
Final payment after the final walkthrough
- Walk it together. When the work is done, we walk the finished job with you and write down anything still to fix (the punch list).
- We finish the list. We complete the punch-list items from that walkthrough and let you know.
- Then the final balance is due. The final payment is due only after the walkthrough is done and we've finished its punch list.
- Any deposit or progress payments are written in your proposal before you sign. Work outside the contract scope is a written change order, not a punch-list item.
- If a walkthrough can't be scheduled, your contract explains how we send a written completion notice with photos and when the balance is then due.
- On request, we give you a lien waiver once the final balance is paid.
Consistent painters
We assign our own painting crew to your project and keep the same crew on it from start to finish. If a crew member has to change (illness, an emergency, someone leaving the company, or a change you ask for), we'll tell you, and the crew lead or a Fortis manager stays responsible for your job.
